At Thursday’s Board of Selectman “Special Meeting” on June 9, 2016, the findings of the Ethics Commission in a conflict-of-interest complaint were accepted by the BOS in a vote of 2-0 against a ten-year town employee for actions not in keeping with the town charter.

Ten-Year Bethel Town Employee Could Be Fired Due to Conflict-of-Interest Complaint

At Thursday’s Board of Selectman “Special Meeting” on June 9, 2016, the findings of the Ethics Commission in a conflict-of-interest complaint were accepted by the BOS in a vote of 2-0 against a ten-year town employee Frank Ventrella, for actions not in keeping with the town charter (Selectman Richard Straiton was not present, could not attend meeting).

The complaint to the Ethics Commission against Frank Ventrella, Bethel’s purchasing agent, states that Ventrella conducted town business with a company owned and operated by his son who lives in the same home.  Ventrella failed to disclose to the BOS his relationship with the owner of a company from which he purchased office supplies for the Town of Bethel, as required to be disclosed per the town charter.

According to a meeting last May 11th by the Ethics Commission, the Commission agreed that Ventrella violated section C9-3 of the town charter, which states:

§ C9-3. Conflicts of interest. [Amended 11-7-1978]
“Any elected or appointed officer or employee of the town who has a direct or indirect financial interest in any contract, transaction or decision of any town board, commission or agency in which he is directly involved or may influence shall disclose that interest, in writing, to the Board of Selectmen, who shall record such disclosure upon the official record of its meetings. Violation of the provisions of this section by such officer shall be grounds for his removal. Violation of this section with the knowledge, expressed or implied, of any person or corporation participating in such contract, transaction or decision shall render the same voidable by the Board of Selectmen or a court of competent jurisdiction.”

This means Ventrella faces termination and any contracts between him and his son’s business can be canceled.  Ventrella will have a chance to explain his actions before any final decision is made against him.

A vote was also made 2-0 at the BOS meeting to refer this matter to First Selectman Matthew Knickerbocker who will decide if Ventrella is fired.

Ventrella is presently on paid administrative leave since the investigation started.  He could not be reached for comment.
