Reps. Rebimbas and Harding Took Part in Human Trafficking Summit at Gateway Community College
HARTFORD – State Representatives Rosa C. Rebimbas (R-70) and Stephen Harding (R-107) recently took part in the New Haven Film Festival & Human Rights Summit at Gateway Community College in New Haven.
Human trafficking is the buying, selling and smuggling of people to profit from their forced labor or sexual servitude. While every state criminalizes at least some trafficking activity, Connecticut lawmakers continue to explore new methods to combat traffickers and provide support for victims.
During a panel discussion on the Legislative Side of Human Trafficking Issues in Connecticut moderated by Love146 Task Force Member Saundra Ramos, Reps. Rebimbas and Harding, along with Krishna Patel, General Counsel and Director of Justice Initiatives, Grace Farms Foundation, and Jillian Gilchrest, Senior Policy Analyst for the Permanent Commission on the Status of Women and Chair of the Trafficking in Persons Council, talked about the steps Connecticut has already taken to protect victims of human trafficking and their priorities for future legislation and programs aimed at assisting future victims.
“The Connecticut legislature, local and state police and other concerned stakeholders have been working diligently to address the growing problem of human trafficking and I am confident that with increased awareness and tougher penalties on those who perpetuate such heinous crimes we are having a positive impact on victims’ lives,” Rep. Rebimbas said. “By holding criminals accountable, and removing the potential of financial gain, we can stop these horrendous crimes and punish those responsible.”
“This is among the most appalling and disturbing issues we face today, and I will continue to fight to see the end of it,” Rep. Harding said. “Trafficking must be shut down. Last session we signed into law a requirement that the Department of Public Health augment their services to human trafficking victims, and that Connecticut criminal laws concerning trafficking with a minor be intensified. I hope to make further progress this session.”
In recent years, the legislature has passed more stringent laws to protect the victims, especially minors, and help bring justice to those who benefit from human trafficking. A 2013 law (PA 13-166) – An Act Concerning the Forfeiture of Moneys and Property Derived from Human or Sex Trafficking – stiffens penalties and authorizes the forfeiture of money and property used in, obtained or derived from the commission of crimes involving human and sex trafficking among other things.
That legislation, among other things, amended state law so all money or property used or derived, directly or indirectly, from any sale or exchange, to commit or facilitate the commission of a violation for financial gain of the Connecticut general statutes 53a-82, 53a-86 and 53a-192a regarding prostitution or trafficking would be surrendered.
The summit was sponsored by the Shine the Light Foundation and held in conjunction with the New Haven Film Festival.
Rep. Rebimbas represents the 70th district of Naugatuck.
Rep. Harding represents the 107th district of Brookfield, Bethel and Danbury.
