Dear Friends & Neighbors,
I was glad to hear that several Bethel residents attended the Public Information Meeting June 2 to discuss plans for a proposed cell tower on Codfish Hill Road.
It appears that the general consensus was to preserve Bethel’s scenic landscape and property value, as well as a treasured section of open space in Connecticut. However, the final decision now lies with the CT Siting Council.
If signed into law by the governor, Senate Bill 568 (passed by the Senate on May 20 and the House on June 2) will have an impact on cases like the one Bethel is currently presiding over.
The bill, which I co-sponsored, will require a company requesting to develop a cell tower to pay for administrative expenses associated with a public information meeting.
These meetings impose a great expense on municipalities, and as I’ve said before, citizens who come together to voice their opinions on what is best for their community have a significant impact on the final decision.
If the burden of financing a public information meeting is shifted from the municipality to the applicant, it is more likely that said municipality will request a public meeting – after which the applicant will be obliged to comply within 60 days. Residents of the area will then receive the vital information, and opportunity to speak, that they deserve.
This bill, however, did not address current statutes that say a cell tower developer must first consult with any municipality in which the tower is proposed to be located, or surrounding municipalities located within 2,500 feet, before submitting an application.
In the future, I am interested in expanding these initial notification requirements within an established radius from the tower, instead of the current practice of notifying adjacent properties.
