The “official” start of the Plumtrees Bridge construction started today with a groundbreaking ceremony at 10:00 a.m. The bridge is located on Plumtrees Road near the school entrance and Bethel Police Department. The plan is to reconfigure the road layout and bridge to provide a better traffic flow and easier vehicle turns.

First Selectman Matthew Knickerbocker, Selectman Paul Szatkowski, Selectman Richard Straiton, former First Selectman Judy Novachek, former First Selectman Alice Hutchinson, and many other officials were present.

The idea of the project began when former First Selectman Judy Novachek was in office. She said, “In 2000 the state came down and there was a long hoopla about opening the bridge on Old Hawleyville Road and the state manager said at the time, ‘We’re coming down to do Plumtrees Bridge next.’ And I said, ‘What are you going to do?’ He said, ‘Well we’re just replacing it.’ I said, ‘No you’re not … we own all the land, we can’t just do that.’ So we ended up going up to Hartford, we went to Newington I guess, where the Department of Transportation is, and we talked to them about it, the engineer, and finally they had these great big maps out, and he had a picture of everything and he said, after all these traffic studies, and this, ‘Well where do you want the bridge?’ I picked up a ruler, I laid it down and said ‘We need to make an intersection’ and we walked out. The engineer from town was in a state of cardiac arrest. And eventually it came to pass, they started working on easements, because the town owns most of this land down here. It just was a very, very difficult intersection”
Novachek said the configuration of the intersection will be more like an “X” than a “T.” She said the road is “a real bottleneck.”
“We’ve been here for ages just living with this nightmare,” said Selectman Paul Szatkowski, “and thinking about how are we going to move this project forward, it’s just nothing but bureaucracy that held everything back, right Rich?” he said, directing his comment to Selectman Richard Straiton.
Selectman Straiton replied, “That’s right. It’s finally, after fifteen years.” He continued, “But it’s going to be great for the traffic flow here. You know this is the route to 84 from downtown Bethel and tractor trailer trucks would get stuck on this corner here. It’s going to alleviate a lot of problems now and in the future. It’s great to see it’s finally getting done.”
Straiton said the project is “on a 2-year construction cycle.” He said, “I think the contractor, how he’s moving along, is going to be ahead of schedule on it.”
We asked who is in charge of the project and Selectman Szatkowski said, “The state is in charge of it but we will just oversee it, that’s about it, the best way to put it.”
First Selectman Knickerbocker was asked if he was excited about the bridge and he said, “I am beyond excited.”
Knickerbocker continued, “I have a theory, based on previous experience. It takes about twenty years to do anything. And this is no exception. This dates back to the late 90’s, where the state of Connecticut was going to replace the current bridge, but leave the intersection with the dog-leg, the difficult dog-leg turn and the limited accessibility, they were going to leave that intact, and First Selectman Judy Novachek said, ‘Nah that doesn’t make a lot of sense.’ She had it redesigned, the state agreed to participate at the extra cost, which was fantastic.”
Knickerbocker said, “We are finally here after all this time, after engineering reviews, wildlife reviews, fishery reviews, Army Corps of Engineers reviews, Environmental Protection, DPH, it goes on and on, but we are finally here to break ground on this. This is a three million dollar project, entirely paid for by federal transportation finds, which by the way, are no longer available at 100% participation. This is grandfathered because of the day that this was started. So the taxpayers will get a beautiful new redesigned intersection, it will ease congestion, make accessibility to the school campus a lot easier and all we have to do is go through the next two summers and it will all be done.”
When asked if it was a two year project, Knickerbocker said, “It’s actually not a two-year project but you have to put in time for the winter break. So it’ll be this summer, then they break, it’ll be next summer, but the road will stay open, They will be building a bypass that will allow traffic to go through. So aside from the possibility, in the second summer, of some temporary lane closures during the day where they close one, than the other, there will be accessibility through the entire project.” He also said there would be no problems with school buses getting through either.
First Selectman Knickerbocker began the ceremony by pointing out many individuals by name, who have participated in the project, such as Department of Transportation (DOT) Gary Pitcock and Tom Weldon. “These things can’t happen without a lot of partnership between the town and the state,” Knickerbocker said. “Gary thought he would be long since retired before this happened.” He also pointed out Bob Dibble and said, “Bob Dibble is absolutely one of the finest highway superintendents in the state. He knows how to squeeze pennies out of absolutely anything and make his budget work.”
Knickerbocker acknowledged his colleagues Selectmen Szatkowski and Straiton, and said, “They’ve worked very hard and supported this project and we’ve had a lot of challenges to go along the way.”
Bob Kozlowski, the town Comptroller, and Brad Heering the Deputy Comptroller, were acknowledged by Knickerbocker, who said, “Those are the people who process the bills and keep it on the straight and narrow.”
Doug Arnt was in attendance, and Knickerbocker said, “He is the third Director of Public Works to have suffered through this thing, he’s picked up the reigns over and over again.”
Knickerbocker named Steve McDonald from WMC, and said, “He is the consulting engineer who is going to help oversee the project and make sure it stays on the straight and narrow. You have a great reputation and we’re looking forward to that.”
Nagy Bros. was acknowledged, who had been awarded the bid to do the project. “Congratulations on winning the bid,” Knickerbocker said. “Welcome to the Bethel community we’re glad to have you on board.” (Editor note: Bid was $2,442,109.92. CLICK HERE to view Procurement Committee meeting minutes.)

Knickerbocker said he wanted to make sure were two very important people were recognized. First is former First Selectman Judy Novachek, whom he said was in office when the state was going to help rebuild the present bridge in it’s current configuration with the dog-leg and congestion. She, “with Bob’s input,” Knickerbocker said, told the state it did not make sense. “Judy got the thing redesigned to what we are going to be working with today.” Next Knickerbocker mentioned former First Selectman Alice Hutchinson, “Who picked up the reigns from Judy and kept the ball moving forward,” he said. “Ultimately we’re here today because of their foresight and their leadership.”
When Knickerbocker asked Novachek if she had any comments she said, “I didn’t think I’d live long enough to see it happen.” Hutchinson said, “Me neither. Long process. Thank you for finishing it up”
Knickerbocker gave the floor to Selectmen Szatkowski and Straiton, to make comments about the project. Szatkowski said, “We’ve been waiting too long for this.” Straiton said, “Long overdue and it’s finally coming to fruition.”
The hard hats were donned and the shovels hit the dirt and the groundbreaking ceremony was complete. Coffee and donuts were enjoyed by all.
