March 28, 2016 – HARTFORD, CT – Governor Dannel P. Malloy and Lt. Governor Nancy Wyman are applauding the approval today in the General Assembly’s Judiciary Committee of two pieces of legislation the Governor introduced. The Second Chance 2.0 bill is designed to continue reducing the state’s crime rate while working to ensure that nonviolent offenders are successfully reintegrated into society. The Governor’s temporary restraining order bill, which protects protect victims of domestic violence by prohibiting the possession of firearms for anyone who becomes subject to a temporary restraining order, was also approved out of committee.
On Second Chance 2.0, the Governor said, “Second Chance is about working to ensure that those currently in our prisons don’t come back. Our prisons should not serve as crime schools for our most impressionable. What we are proposing are long-term, thoughtful solutions that will drive crime down even lower. Second Chance 2.0 would make us the first state in the nation to raise the age to 21, and – coupled with its bail reform component – would ensure that we do not punish people just because of their income levels. This is about being not just tough on crime, but smart on crime. I would like to thank the committee members who supported this critical piece of legislation.”
On his temporary restraining order bill, the Governor said, “If we want to save lives, and we want to protect victims of domestic violence, then we must pass this bill. This bill proposes commonsense steps during that critical window of time when a victim’s life could be most at risk. This isn’t just about making us safer – it is, simply, the right thing to do. I would like to thank the Judiciary Committee co-chairs as well as their members for voting to approve this legislation today.”
“I applaud the Judiciary Committee on their action today – passage of these proposals highlights our joint commitment to making Connecticut a safer state,” Lt. Governor Wyman said. “We should be among the 20 other states that have already enacted protections for victims of domestic violence, and we should be taking a strategic approach to reintegrating ex-offenders back into our communities. These crime reduction initiatives are part of building a stronger state for everyone.”
The bills are Senate Bill 18 – An Act Concerning a Second Chance Society, and
House Bill 5054 – An Act Protecting Victims of Domestic Violence.
