U.S. Marshals Seek Public’s Help to Find Wisconsin’s Most Wanted Gang Leader Armando Barragan

CUDAHY, WI — The U.S. Marshals Service is renewing its call for public assistance in locating Armando Barragan, an accused leader of the Latin Kings gang who has been on the run for nearly two decades. Barragan is wanted in connection with the execution-style killing of an innocent man at a Cudahy gas station more than 20 years ago.

Gang Leader with a Violent History

According to FOX6 Milwaukee, Barragan was just 14 years old when he became involved in gang violence in Milwaukee. By age 16, investigators say, he had risen through the Latin Kings ranks and ordered the execution of a bystander who tried to break up a fight between Barragan and a rival gang member.

“Just an innocent bystander trying to do his part and break up the fight,” a U.S. Marshal on the case said. “So, a true victim.”

Authorities say Barragan has been “embedded with violence his whole life.”

Indicted in Federal Racketeering Case

In 2005, Barragan was one of 50 people indicted in a sweeping federal racketeering case targeting the Latin Kings. While most defendants received lengthy prison sentences, investigators believe a tip-off allowed Barragan to escape before he could be taken into custody.

He is thought to be hiding in a Mexican border town, and U.S. Marshals say they are working closely with Mexican authorities to track him down.

“It certainly adds some obstacles, but we have a great relationship with Mexican authorities,” a Marshal explained.

Barragan is described as 5’5” tall, weighing about 140 pounds, with his mother’s name “Slyvia” tattooed on his left ankle. He also uses the names “Mondie” and “Jose Deanda.”
