Asheboro, NC – A routine traffic stop on Christmas Eve in Asheboro escalated into a major law enforcement incident, resulting in the arrest of a 35-year-old man, the seizure of illegal narcotics, and the recovery of a missing and endangered juvenile, according to the Randolph County Sheriff’s Office.
Traffic Stop Turns Suspicious on West Dixie Drive
Authorities said the incident occurred on December 24, 2025, when deputies with the Randolph County Sheriff’s Office attempted to conduct a traffic stop along West Dixie Drive. The driver, later identified as Toni Charles Koontz, initially failed to stop, prompting heightened concern from officers.
After a brief delay, Koontz eventually pulled over near the intersection of Highway 64 and Park Street, officials said. Deputies made contact with the driver and immediately noticed signs of extreme nervousness, which raised red flags during the encounter.
Driver Found Without Valid License
During the investigation, deputies discovered that Koontz did not possess a valid driver’s license, further escalating the situation. Based on his behavior and the circumstances surrounding the delayed stop, officers requested assistance from a K-9 unit to conduct a free-air sniff around the vehicle.
According to the sheriff’s office, the K-9 alerted to the presence of illegal narcotics, giving deputies probable cause to search the vehicle.
Illegal Drugs and Paraphernalia Seized
A subsequent search of the vehicle led to the discovery and seizure of methamphetamine, heroin, and various items of drug paraphernalia, officials confirmed. Investigators believe the quantity and packaging of the narcotics indicated intent to sell or distribute, rather than personal use.
Law enforcement officials emphasized that the seizure removed dangerous substances from the community just hours before Christmas celebrations were underway across the county.
Juvenile Passenger Identified as Missing and Endangered
In addition to the driver, deputies found a juvenile female passenger inside the vehicle. Officials said the girl initially provided false identification, further complicating the investigation.
After further questioning and verification, deputies determined that the juvenile was listed as missing and endangered. The sheriff’s office confirmed that the child was safely removed from the situation and turned over to the Randolph County Department of Social Services for proper care and protection.

Following the investigation, Toni Charles Koontz, 35, was taken into custody and formally charged with multiple serious offenses. According to court records, the charges include:

- Contributing to the delinquency of a minor
- Driving without a valid license

Held Without Bond Under Pretrial Integrity Act
Koontz was transported to the Randolph County Detention Center, where he was held without bond under the Pretrial Integrity Act, authorities said. His first court appearance was scheduled for December 26, 2025.
