There are possibly big plans in store for Bethel, CT, to develop an industrial area, on Grand Street near the train station, into retail shops and housing. Town officials are looking to make the 133 acres into a transit-oriented development district, which would help local businesses and attract new business to the area too.
A zoning change would be required for this project, to allow mixed-use projects by developers, that would make it conform to the character of the present historic area downtown. The location of this project is in a neighborhood with many historical Victorian homes.
Various building designs were contemplated and explained at the Planning and Zoning meeting last night, ranging from three separate structures to one single large structure that is three stories tall, plus a roof area. Also taken into consideration were placement of building, plantings, parking area, sidewalks to access downtown, and privacy from neighbors. The aim of the design was to make it appear similar to the Victorian homes in the area. For example, allowing different setbacks on the facade, give the appearance of several homes instead of one large building, architects said. A consideration to vary the exterior color in areas and add more exterior decorative “gingerbread” elements to make it reflect the Victorian homes in the area, were also more ideas discussed.
Questions from the audience pertained to facade setbacks, footprint dimensions of building, maximum height of the building, possible underground storage tanks on the property, what impact the increased height (2 1/2 to 3 stories) of the new structure could have on zoning, whether or not the designated parking area can accommodate visitors to the apartments besides approximately 1-2 cars per unit, and questions about when excavation will be allowed to take place (what hours during the day and how many days a week). Steve Palmer, the Director of Land use, said work could only occur 8:00 a.m. to 5:00 p.m., Monday to Friday, and no weekends or holidays.
A site walk is scheduled for 9:30 a.m., March 7, 2015. The next meeting of the P&Z is March 24, 2015.
