Opinion: Coalition v. Connecticut / Letter to the Editor from Frances Pulle
Ten years and counting. That’s how long the Connecticut Coalition for Justice in
Education Funding (CCJEF) has claimed poor city kids are getting a raw deal.
Their schools (Danbury, Bridgeport, Norwalk), the Coalition argues, are receiving
fewer tax dollars than those in the more well-heeled (Ridgefield, Darien, Westport)
districts. This underfunding explains why these youngsters are “underperforming.”
It is, therefore, “unfair.” They say.
The Coalition should lose their suit for obvious reasons:
*Causality is a bear to prove and the Coalition came up short. Linking
lackluster learning (test scores, graduation rates, college acceptances) to lack
of money fails to acknowledge the following: Too many children–seriously
and serially disadvantaged–shoulder a busload of baggage too costly to
get out from under.
*The Coalition did not sufficiently detail who exactly was harmed, how and to what extent. What resources were compromised? Specifically?
*Does the Coalition want an “equal” slice of the fiscal pie or an “equitable”
one? Equal funding for all districts –city and suburban–would not in any
way alter the troubling achievement gap. Schools that serve low/lower
income students would need supplemental funds to bring this population
up to speed. How much more? For how long?
*Families who choose to reside in high tax (school and property) towns
expect to reap some reward. Not have their tax dollars “redistributed”.
Connecticut’s budget deficit of 1.5 billion precludes any significant aid
from Hartford.
*Terms like “minimally adequate”, “constitutional mandates”, “fair”,
“enough”, “probable”–the language of law and litigation–favors the
state because there’s “reasonable doubt” that “harm” was “intended.”
Or done.
Best selling author Malcolm Gladwell describes the “tipping point” as that
moment in time when life as we know it changes. For better. For worse. And, more
frequently than not, forever.
We have reached that point in Connecticut. Politicians can no longer provide
what We the People have come to expect. Like the rest of us Hartford’s decluttering,
cutting non-essentials (including personnel), pitting one interest against another.
Portion control, not binging, is the new House special and We the People must realize
that less is not “more” but actually less.
What’s a nutmegger to do?
Perhaps desperate times demand that We the People take to the streets
(as Danbury lobbyist Jessica Stram suggests) and declare the Coalition’s
upside-down-thinking Grade A bologna.
Perhaps it’s (high) time They the Children pick up a book and put down
their phones. Once in a while.
Perhaps it’s time You their Parents “man up” and (as we used to say)
Lay. Down. The. Law.
