Man Arrested after Leaving Dog in Locked Car, Resisting Officers and Hospital Staff in Scottsdale

Scottsdale, AZ – A Scottsdale man is facing multiple charges after authorities say he left his dog inside a locked car outside an apartment complex and became combative with police and hospital personnel over the weekend. The incident highlights concerns over animal welfare and public safety in the area.

Dog Found Locked in Vehicle

Scottsdale police reported that Refael Eliav was taken into custody late Saturday night near Scottsdale Road and Palm Lane, just north of McDowell Road. Officers responded to a call around 9:00 p.m. regarding a dog left unattended in a locked vehicle at a local apartment complex.

When officers arrived, Eliav refused to identify himself, despite being informed that he was being detained, according to police reports.

Suspect Resists Arrest

Authorities say that Eliav “actively resisted” when officers attempted to take him into custody. At one point, police reportedly had to deploy a stun gun to gain control and safely handcuff him. He was then transported to a nearby hospital for evaluation.

While at the hospital, police allege that Eliav threatened both medical staff and law enforcement officers, escalating the seriousness of the situation.

Dog Freed and Status Unknown

Following the arrest, detectives were able to free the dog from the vehicle. The animal was subsequently turned over to someone Eliav knew. Police have not released additional details regarding the dog’s current condition.

Charges Filed Against Eliav

Eliav now faces multiple criminal charges stemming from the incident:

  • Animal cruelty-related charges
  • Resisting arrest
  • Failure to provide correct identification

Additionally, after the hospital altercation, he was booked into Maricopa County Jail on two felony aggravated assault charges.

Police confirmed that Eliav was processed and cited by Scottsdale PD before being formally booked on the felony charges.

Authorities Emphasize Animal Safety

Scottsdale law enforcement reminded the public about the dangers of leaving animals unattended in vehicles, especially during extreme weather conditions. Temperatures in the region can rise or drop quickly, placing pets at serious risk of injury or death.

Officials also noted that combative behavior toward officers or medical staff can result in escalated charges, highlighting the consequences of resisting law enforcement.

Do you think penalties for animal cruelty and resisting arrest should be stricter? How can communities better protect pets left in unsafe situations? Share your thoughts in the comments below and let us know how you would handle a situation like this in your neighborhood.
