Redeker and other local officials for a groundbreaking ceremony in Waterbury to mark the start of the widening of Interstate 84 in the city between the areas of Washington Street and Pierpont Road. The project, which begins work this week, will see the creation of an additional, third lane on the highway in each direction.

(WATERBURY, CT) April 1, 2015 – Governor Dannel P. Malloy today joined Connecticut Department of Transportation Commissioner James P. Redeker and other local officials for a groundbreaking ceremony in Waterbury to mark the start of the widening of Interstate 84 in the city between the areas of Washington Street and Pierpont Road. The project, which begins work this week, will see the creation of an additional, third lane on the highway in each direction.

“Our economic growth is directly tied to our transportation system, and if we want to develop our state and meet the challenges of the 21st Century, we need a modernized, best-in-class infrastructure for our residents. This widening project will decrease traffic congestion, improve traffic operations, and increase safety,” Governor Malloy said. “This project on I-84 in Waterbury is critical for the future development of this region of the state as we continue our efforts to keep Connecticut moving forward.”

During the widening, two lanes will remain open at all times during morning and evening peak travel hours.

The reconstructed section of I-84 will have a 12-foot wide right shoulder, three 12-foot wide travel lanes, and a 12-foot wide left shoulder in each direction of travel, separated by a 10-foot wide concrete barrier section. Additionally, a 12-foot auxiliary lane will be provided on I-84 westbound between the on-ramp from Harpers Ferry Road and the off-ramp to Hamilton Avenue.

Other improvements include the construction of a new frontage road on the north side of I-84, referred to as Plank Road East, and will be constructed parallel to I-84 between Scott Road and Harpers Ferry Road. Improvements are also being completed on Hamilton Avenue, Harpers Ferry Road, Scott Road, Reidville Drive, Plank Road, Plank Road East and East Main Street.

The project is scheduled for completion in June 2020.

CTDOT IS IMPROVING TRAFFIC OPERATIONS ALONG INTERSTATE 84 IN WATERBURY

The purpose of this project is to improve safety, operation and highway capacity on Interstate 84 (I-84) in the City of Waterbury. Currently, the section of I-84 through the project limits experiences heavy traffic congestion due to high traffic volumes, steep topography, lack of roadway capacity, and design deficiencies in ramps and weave areas.

The implementation of the proposed project will improve traffic flow along I-84 and local nearby streets and reduce current and future traffic congestion along the mainline and the connection streets, ramp weaves, and accident rates. These traffic enhancements will result in improvements to air quality, noise, aesthetics, and the quality of life.

ABOUT THE PROJECT

The I-84 Waterbury Project involves the widening (addition of a third travel lane and full width shoulders in each direction) and safety improvements to a 4.3 Km (2.7 miles) segment of Interstate 84 from Washington Avenue, east to Pierpont Road in the City of Waterbury. Included in this project are the realignment of the interstate roadway in the vicinity of Harpers Ferry Road (Interchange No. 24) to eliminate the existing substandard “S” curve alignment; interchange ramp reconfiguration; State and local road construction; and the relocation of the Mad River and Beaver Pond Brook.

As a result of the realignment of I-84 and the reconfiguration of the ramps, portions of the following State and local roads with intersections will be reconstructed:

Hamilton Avenue
Harpers Ferry Road
Scott Road
Plank Road
Reidville Drive
Plank Road East
East Main Street

The project also includes the construction / replacement of 8 highway bridges (4 over watercourses), one pedestrian crossing over the Mad River, 7 culverts (5 within the Beaver Pond Brook, 1 within East Mountain Brook, and 1 within the Mad River), and 20 retaining walls.

The project will also include replacing and upgrading traffic signals, new highway illumination, new signs and pavement markings, and replacing or relocating sanitary sewer, potable water and other public utilities.

Also included in the project is the rehabilitation of five existing culverts constructed with corrugated metal pipe (CMP). Of particular interest may be the use of innovative technology in lining of the existing deteriorated CMP cross culverts located under high highway embankments. Among them are 750 mm (30 inch) and 1,500 mm (60 inch) CMP culverts located outside of the above identified project limits I the Town of Cheshire approximately 1,400 meters, (or approximately 4,600 feet) and 3,300 meters (approximately 10,800 feet) east of Pierpont Road respectively.
