Jasper, IN – A coordinated investigation by Indiana State Police has led to the arrest of five individuals in connection with ongoing drug activity in Spencer County, some of whom were already on parole or probation for previous meth-related convictions.
Investigation Sparked by Community Tips
The investigation was launched after law enforcement received multiple public complaints and tips about Brian Harrison, a known offender from Grandview, Indiana, who was on parole for a previous methamphetamine dealing conviction. Authorities say Harrison was observed conducting a suspected drug transaction near a school zone in Reo on August 13, 2025.
Arrests and Seized Substances
During that transaction, Charles Parker was also apprehended and found in possession of suspected methamphetamine. Days later, on August 15, authorities arrested Ora Murphy in Warrick County. Murphy was allegedly assisting Harrison in the drug operation. A search uncovered 32.5 grams of suspected meth, along with marijuana and a controlled substance in Murphy’s possession.
On August 19, officers arrested Robert Payton for his role in the ring. Notably, Payton was already on probation for prior methamphetamine-related charges, indicating a continued pattern of criminal involvement.

As per reports, the following suspects have been arrested and face multiple felony charges related to drug distribution and possession:
- Brian Harrison – suspected ringleader, on parole
- Haylee Moog
- Charles Parker – possession of meth
- Ora Murphy – aiding distribution, possession of meth, marijuana, and controlled substance
- Robert Payton – on probation, further involvement in meth-related crimes
All five are facing various charges, including:
- Dealing methamphetamine
- Possession of methamphetamine
- Possession of marijuana
- Possession of a controlled substance

Indiana State Police emphasized that the arrests were made possible through community collaboration, surveillance, and ongoing commitment to reducing drug trafficking near vulnerable locations such as school zones. The department continues to investigate the broader network of individuals who may be linked to this drug operation.
