CT State Troopers Make Arrest After Stolen Vehicle is Located with License Plate Reader
According to Connecticut State Troopers, on April 5, 2016 at approx. 12:15 p.m., a Trooper was working at a highway construction job on I-91 northbound in Middletown when he was alerted to a stolen motor vehicle being operated in the area.
The Trooper was alerted to the stolen vehicle by a License Plate Reader (LPR), a specialized piece of equipment attached to the cruiser that captures and compares registration plates of vehicles in motion with Department of Motor Vehicle (DMV) files.
For police officials, this is where new technology such as Automatic License Plate Readers can be most beneficial in identifying and stopping criminal activity by breaking down the information barriers between law enforcement and citizens. Note that it is important to make use of such equipment with caution while keeping in mind the right to privacy of citizens; however, there is no doubt that they do help in making better use of captured data and thus aid law enforcement in maintaining public safety across regions.
A specialized “unmarked” state police vehicle responded to the area and located the stolen vehicle near exit 29. The “unmarked” state police vehicle followed the stolen vehicle until state police patrol cruisers arrived.
Once state police patrol cruisers were in the area, a traffic stop was conducted near exit 38. The operator, Carnell Deshawn Kelly, and 3 passengers were removed from the vehicle and detained as troopers conducted an investigation. The vehicle, a 2015 Ford Expedition, was reported stolen out of Greensboro, NC.
Kelly was taken into custody and transported to Troop H-Hartford where he was processed and released after posting $25,000.00 bond. The Ford Expedition was also transported to Troop H where it was held as eveidence.
Arrested was Carnell Deshawn Kelly (dob 11/22/77), 213 Marshall St., Greensboro, NC. The charges were Larceny 1st: Motorvehicle Theft.
A court date is sceduled for Enfield Superior Court on April 19, 2016. Bond is set at
$25,000.00.
