Cincinnati, OH – A significant federal investigation spanning nearly two years has resulted in more than two dozen indictments that connect Chinese enterprises and nationals to the shipment of fentanyl-laced drugs into Ohio.

This wide-reaching crackdown unveils the intricate network behind the illegal drug trade affecting Southwest Ohio and beyond.

The combined efforts of the FBI and DEA traced a drug supply chain originating from China and infiltrating Ohio’s streets, involving three United States citizens and 22 Chinese nationals, alongside four Chinese companies. Among the indicted Americans are Eric Payne and Auriyon Rayford of Tipp City, north of Dayton, and Ciandrea Davis of Atlanta.

The investigation revealed that drugs imported from China were intentionally mixed with fentanyl, making them exponentially more dangerous and fueling the overdose and addiction crisis in the U.S. FBI Director Kash Patel emphasized the importance of dismantling the system at its source, saying,

“If you want to end the pandemic of fentanyl and cocaine and meth, you have to go after where it’s made, how it’s made, and what goes into making it.”

The probe identified an “enterprise-wide system” operating within Mainland China, involving numerous individuals embedded within banks and companies facilitating the illicit trade.

According to Local12, these Chinese nationals and companies knowingly marketed and shipped drugs that would be adulterated with fentanyl before being distributed on American streets.

Tom Synan, head of Hamilton County’s Addiction Response Coalition, called the bust “probably one of the most impactful operations on drug supply.” Although not directly involved in the case, Synan highlighted the inclusion of two Tipp City residents and an Atlanta-based individual in the indictments, signaling the operation’s local ties.

“They got every single part of the drug supply, including the cryptocurrency and where it was coming from and how to stop that,” said Synan. “I think it sends a strong message, especially to the manufacturers in China.”

Synan also described the drug distribution process, explaining that ingredients are sourced from China, often via the dark web, consolidated at U.S. hubs, and then distributed to street dealers. He said,

“They’re getting ingredients from China, probably on the dark web, coming in, and then someone collects all those drugs in that hub and then distributes them to the dealer and then it gets mixed here in our general location.”

Federal Actions and International Ramifications

The FBI special agent in charge confirmed that one of the implicated Chinese companies and two of its representatives have already been sanctioned by the U.S. Treasury Department. In addition, the U.S. Attorney’s office plans to issue an international alert for the 22 indicted Chinese nationals, enabling their potential arrest should they travel internationally, despite China’s lack of an extradition treaty with the U.S.
