Santa Ana, CA — A 65-year-old man from Orange County has been arrested after allegedly impersonating an attorney and sexually assaulting a woman who sought his help for immigration services late last year.
Alleged Immigration Scam Turns into Assault Case
According to the Santa Ana Police Department (SAPD), the suspect, Jose Bernal, met the victim on November 12, 2024, at what he claimed was his legal office located at 1203 E. 17th Street in Santa Ana, California.
Authorities said the woman, whose identity remains confidential, contacted Bernal for assistance with her immigration status. During their meeting, Bernal allegedly informed her that the legal process would cost $14,000. However, he reportedly offered a “discount” if she agreed to enter into a personal relationship with him.
When the woman refused, Bernal allegedly grabbed and raped her inside the office, as per KTLA.
Police: Suspect Offered Money to Silence Victim
Following the assault, Bernal allegedly attempted to bribe the victim by offering $400 and a reduced fee for her immigration case in exchange for her silence. Despite his threats and manipulation, the woman later reported the incident to the Santa Ana Police Department, prompting an official investigation.
Arrest Made After Nearly a Year
After months of investigation, SAPD released Bernal’s photo on social media, asking the public for assistance in locating him. On the morning of October 29, 2025, employees at a McDonald’s restaurant in Tustin, California, recognized Bernal from the online post and alerted law enforcement. Officers responded quickly and arrested the suspect without incident, nearly a year after the alleged attack.
Questions Remain About His Legal Background
Officials have not confirmed whether Jose Bernal is, or ever was, a licensed attorney. However, records from the State Bar of California show that a Jose Arthur Bernal was previously disbarred in June 2012 after practicing law in Southern California. Authorities have not verified if this disbarred attorney is the same individual arrested in this case.
