Bethel School District Possibly Cutting Four Positions to Meet New Budget

The cuts include three positions never filled, and a Navy Junior Reserve Officers Training Corps position, in the Bethel School District.

Working with an education budget $542,000 less than last year, the Bethel School District is facing some difficult decisions regarding possibly cutting positions in the schools, to meet this difference.

The possible cuts include four positions in the Bethel School District as follows: One possible layoff is a para-educator position, which is an assistant to special education teachers. The other three cuts involve positions that were open but will not be filled.  These are: a full-time music teacher at the Bethel Middle School, a position open since may 1; a new-hire part-time technology support position, part of the original budget plan; and a Navy Junior Reserve Officers Training Corps position.  Other budget-reduction decisions are being made regarding out-of-district tuition in special education and a lower health insurance rate.

All these discussions are still in the works and final budget decisions could come by the end of June.

An original budget request of $43.5 million last February was reduced to $43.3 million by the Board of Finance (BOF), then cut again by the BOF by an additional $300,000, after voters rejected the first plan.

Dear Parents, Care Givers, and Community Members:

While we are thrilled that the budget passed at the second referendum, we did need to make cuts based on the budgetary reductions from the failed first referendum. Reducing the budget is always a difficult task. The administration of the Bethel Public Schools carefully looked at all programs with the following priorities: maintaining appropriate class sizes at the elementary levels; ensuring the integrity of our core academic and mandated programs; continuation of progress toward a comprehensive intervention program for students who have academic gaps; and examining the existing vacancies to minimize lay-offs.

The following positions were eliminated as a result of the reductions: 1 music teacher; .5 technology support position; 1 paraeducator position; and our portion of the third NJROTC position. The Navy requires us to have a third instructor for our NJROTC program once we have 151 cadets. Our program has 220 cadets enrolled for next year. Lieutenant Commander Dwinells and Master Sergeant Meehan will still have the support of an administrative assistant, Roxanne (Roxy) Everett, Technical Sergeant, US Air Force, Retired, who goes above and beyond an assistant role.

This position is funded by the Navy’s portion of the third NJROTC position. Due to the shortage of qualified instructors in the Northeast region. This is the best solution for the program. We need an experienced military retiree who has experience with military reporting, budget process, uniform inventory, etc. I spoke with Lieutenant Commander Dwinells and Master Sergeant Meehan and they concurred with this step. The administrative help will also allow them the time to tailor their leadership to their cadets. Roxy also works with the Lady Leadership program. The NJROTC program has 71 female cadets and having a female leader with military experience as role model has significant value for our cadets. For the 12th consecutive year, Bethel Navy JROTC has earned the title “Distinguished Unit with Academic Honors”. Please join me in congratulating our cadet leadership for their sustained superior performance.
