The ceremony began with officers lining the driveway of the Bethel Police Department on Judd Avenue, in salute, to honor Bethel Police Chief Jeffrey Finch as he retired this week after 48 years of service.
After the American flag was presented to Chief Finch by Captain (now Chief) Stephen Pugner, in front of numerous police officers standing at attention in line, along with staff, family, and friends, Finch stood in front of the crowd outdoors and said, “I expected something, but not this. It’s been 48 plus years. Actually, I came to Bethel before I officially retired from Norwalk. So it’s been a long time, I don’t know what else to say but and thank you very much. Thank you for coming, Thank you.” He then shook the hand of every police officer and walked over to family and friends and received hugs and well wishes. A breakfast buffet followed, served inside the police station.

The Bethel Police Department issued this statement:
“It is often said that a picture is worth a thousand words. To adequately capture your leadership and service, one would require far more.
“For 23 years your administration held strength, experience, knowledge, reformation, and above all respect. Respect not only for the Bethel Police Department and its officers, but also for the community that was privileged with the opportunity to call you Chief.
“As we congratulate you on your retirement, may we honor your service by living up to your example. Thank you for all you have taught us, guided us through, and fought for in the name of improving who we are.

Captain Stephen Pugner was appointed the new Chief of the Bethel Police Department.
