Bethel Official OK’d $39K Town Energy Study Without Approval

It was discovered that Bethel Public Works Director Douglas Arndt apparently never got approval to authorize the a town energy study, which was to see if installing LED bulbs in municipal buildings would save the town money. There is no written agreement with Earth Core Energy Services. Arndt claims he was just trying to save the town money.

Bethel Official OK’d $39K Town Energy Study Without Approval

Last July, Bethel Public Works Director Douglas Arndt emailed Town Comptroller Bob Kozlowski a bill to be paid to the Earth Core Energy Services company for an energy savings study already completed, that was in the amount of $39K, but this was the first Kozlowski was hearing about it.

It was discovered that Arndt apparently never got approval to authorize the study, which was to see if installing LED bulbs in municipal buildings would save the town money. There is no written agreement with Earth Core Energy Services. Arndt claims he was just trying to save the town money, according to a report by the News Times.

In that same report, Kozlowski said “It was a mistake….He should never have done it.”

Two Earth Core Energy Services company executives billed a total of 258 hours of work at a rate of $150 an hour. The study from Earth Core Energy Services did find that by using LED bulbs it would save more than $550,000 over four years for the town by using LED bulbs, replacing most of the fluorescent fixtures, if Bethel were to change over energy suppliers to instead make use of packages such as Business Gas and other utilities, their savings could be even more, why just look at what types of lights they’re using.

According to the News Times report, Arndt claims he asked Earth Core Energy Services to do the work for free, but because the study showed the town could save over half a million dollars, he felt that the town has “a moral obligation” to pay.

The same report indicates that First Selectman Matt Knickerbocker claims this study is a typical practice between departments, and that he knew about it. Knickerbocker said Arndt, who was hired in October 2014, was new on the job and Knickerbocker thinks it was a misunderstanding between Arndt and Energy Core Services.

Even though First Selectman Knickerbocker said the town has no agreement with Energy Core Services, he feels that the town’s Energy Conservation Committee should approve the invoice after the energy savings are realized, so the town has no extra cost, the News Times reports. Knickerbocker said, “The town has no obligation to pay it….but it’s the right thing to do. The company did work that will benefit the town of Bethel.”

The News Times reports, a member of the town’s Energy Conservation Committee felt that they were “blindsided.” Bethel resident Bill Hillman said, “As a taxpayer, my question is, if this isn’t a valid agreement, why does the town owe this company anything?”

Another company, Ameresco, had been chosen by the Energy Conservation Committee and that the selection of this company went “through a very lengthy process.” Hillman said that the study was negotiated by Arnst “completely outside of our committee and completely outside of the contract the town has with Ameresco.” Ameresco is an energy company an energy company formally contracted by the town, the News Times reports.

The chairman of the Bethel Action Committee, Cynthia McCorkindale indicated that Arnst’s handling of this matter is a violation of the town charter.

The results of this situation, so far, are that Knickerbocker indicated Ameresco will follow the recommendation of Earth Core’s and install LED lights in Bethel. Kozlowski will try and negotiate a lower cost for the bill from Earth Core, and Luca Petracca, the Earth Core President, feels they should get paid for the full amount because town officials were aware of the study as it proceeded.

The Public Works Department is responsible for the upkeep of the infrastructure of the town. It is the organization responsible for the snow plowing and removal in the winter, road and street repair and new sidewalk construction in the summer. This office also maintains and oversees the water and sewer systems for the residents and businesses located within the town’s borders. It also oversees all building maintenance for the municipal structures. It works with the State and Federal Governments to coordinate and implement the major bridge replacement projects around town. It oversees the engineering aspects of all new construction within the town and ensures that these projects conform to local and state regulations. The Public Works Office is located in the north wing of the Clifford J. Hurgin Municipal Center on the second floor next to the Health Department and across from Planning and Zoning and the Building Departments.
