After the opening of the bids, no bid can be withdrawn for a period of ninety (90) days. TRC Solutions of Windsor, Connecticut has conducted hazardous materials surveys at the Hickok Water Storage Tank and the former pump station near Martino Lane. The investigation included lead and asbestos testing. A copy of the report is included in Appendix B of the specifications. The hazardous materials investigation report is not part of the Contract Documents and is not a warranty of all materials conditions. However, the report is available for bidders review at the above mentioned locations where Contract Documents may be examined. PUBLIC NOTICE Pursuant to Sections 22a-133z, -134a(a)-(e), -430,-430b and -454(e) of the Connecticut General Statutes, an environmental remediation will be performed at The Bethel Hub Shopping Center located at 283 Greenwood Avenue in Bethel, Connecticut (the “Site”). The Site is currently owned by Urstadt Biddle Properties of Greenwich Connecticut and a Remedial Action Plan (RAP) has been submitted to the Connecticut Department of Energy and Environmental Protection Remediation Division of the Bureau of Water Protection and Land Reuse. In summary, the RAP details the completion of in-situ remediation at a former underground storage tank location found behind the facility where persistent ETPH has been documented in groundwater. Persulfate will be injected into the shallow groundwater surface to treat the affected groundwater. DEPARTMENT OF SOCIAL SERVICES NOTICE OF PROPOSED MEDICAID STATE PLAN AMENDMENTS (SPAs) The State of Connecticut Department of Social Services (DSS) proposes to submit Medicaid State Plan Amendments (SPAs) to the Centers for Medicare & Medicaid Services (CMS) within the U.S. Department of Health and Human Services. Nursing Facility Reimbursement (SPA 15-032) Effective on or after July 1, 2015, based upon the most recent version of the draft Legislative Budget for State Fiscal Year 2016 and State Fiscal Year 2017 biennium and actions to date by the General Assembly, it is anticipated that SPA 15-032 will amend the Medicaid State Plan to remove the implementation of any rate increases or decreases, and instead include funds for wage enhancements only, within the rates. While the draft budget and related implementing legislation are still pending in the General Assembly, federal regulations require DSS to submit public notice at this time. Based upon preliminary estimates using the information that is available at this time, with the exception of normal allowable fair rent pass-through adjustments, it is anticipated that annual aggregate expenditures for payments to nursing facilities will increase by approximately $19.5 million for State Fiscal Year 2016 and $19.5 million for State Fiscal Year 2017. Private Intermediate Care Facilities for Individuals with Intellectual Disabilities (ICF/IIDs) (SPA 15-033) Effective on or after July 1, 2015, based upon the most recent version of the draft Legislative Budget for the State Fiscal Year 2016 and State Fiscal Year 2017 biennium and actions to date by the General Assembly, it is anticipated that SPA 15-033 will amend the Medicaid State Plan to remove the implementation of any rate increases or decreases for private ICF/IIDs.
