Public Performances by Students

The Board of Education recognizes the educational value of student participation in civic, and community affairs.  Teachers are encouraged to prepare students for public performances, which contribute to student education when they don’t interfere unduly with other educational activities or programs.

School groups may, as authorized by Superintendent’s regulations, participate in local public events.

Community Relations

Public Performances by Students

School groups may participate in:

1.  Events sponsored by the schools.

2.  Community functions in the interests of the school, such as those originated by the PTO, PTSO, Booster Clubs, or other parent groups.

3.  Non-commercial civic occasions of local, state or national interest.

4.  Events that are primarily patriotic in nature, such as Veteran’s Day.

5.  Charity benefit activities provided such activity has been specifically approved in advance by the Superintendent.

6.  Programs sponsored by established public agencies, or programs sponsored jointly by the school system and mass communications media where the time or space given to the programs are of a public nature.

School groups may not participate in events that fall into any of the following classifications:

1.  Events for private gain or for advertising of commercial projects or products.  A school name, the names of school-sponsored groups or school equipment shall not be exploited in commercial events.

2.  Events for furtherance of any politically partisan interest.  In questionable cases the matter shall be referred to the Board of Education for its review.

3.  Events primarily for furtherance of any religious concern, whether sectarian or non-sectarian in nature.

4.  Events which unduly interfere with regular school programs, or that require excessive time for rehearsal or preparation.

Television and Radio Broadcasts

The Bethel Board of Education states as a matter of general principle that television and radio broadcasts of public performances by students–including athletic events–are approved only when such telecasts and broadcasts are in the public interest.  All such rights shall be granted in accordance with procedures established by the Superintendent or his/her designee. Under no circumstances is there to be a fee charged for the granting of television or radio rights.

In either instance–that is, for television or radio broadcasts–it is essential that the Superintendent or his/her designee reserve the right to approve all sponsors to make certain that sponsorship does not include firms supplying goods or services inappropriate to school events.

Use of Public Schools to Publicize Outside Events

Publicity such as signs or flyers shall not be disseminated on or mounted within the property of the Bethel Public School System unless their contents shall pertain to:

1.  Publicizing school-connected events.

2.  Displaying work done by students.

3.  Publicizing cultural events and the work and activities of civic organizations.

4.  Displayed as a teaching instrument by the faculty.

No approved signage will block road or sidewalk access, shall not interfere with a driver’s sight lines, will have correct English, be no larger than 6 square feet, and shall not be in place more than 5 week days.

Use of Public Schools to Publicize Outside Events

An individual, group, or non-profit organization that wishes to distribute materials within a school must receive prior approval from the Superintendent of Schools.

The following guidelines may be used to determine the value of materials to be distributed:

1.  Materials judged by the building administrator to be of educational value.

2.  Materials that help promote activities of interest to the general public and are nonpartisan and non-controversial.

3.   Materials publicizing cultural events.

4.  Material that is supplementary or beneficial to the program of the schools.

The following guideline may be used to determine the value of materials not to be distributed:

1.  Materials should not be of a commercial, political, or religious nature.

Policy 1313 – Gifts to School Personnel– 2/18/21

Community Relations

Gifts to School Personnel

Students, parents, and other patrons of the Bethel Public Schools shall be discouraged from the routine presentation of gifts to employees.

When a student expresses a desire to present a gift to a staff member, the gift shall not be elaborate or unduly expensive.

The Board shall consider as always welcome, and in most cases more appropriate than gifts, the writing of letters to staff members expressing gratitude or appreciation.

This policy is not intended to discourage acts of generosity in unusual situations, and simple remembrances expressive of affection or gratitude shall not be regarded as a violation.

Policy 4135.1 – Political Activities of School Employees– 2/18/21

Political Activities of School Employees

Employees engaging in political activities shall:

1.  Realize their primary obligation is to their work as a member of the education community.

2.  Make it clear at all times that their opinions and actions are expressed as individuals and not as representatives of the educational institution.

3.  Engage in no political activities on school premises during school hours.

Instruction

Class Size

The Bethel Board of Education supports appropriate and reasonable class sizes, consistent with the student’s maturity and the nature of the subject and material to be taught.  The Superintendent of Schools shall work with the school staff in establishing reasonable and equitable class sizes and shall recommend appropriate staffing levels to the Board.
