Chicago High School Security Guard Charged With Sexually Assaulting Two Teenage Girls

Chicago, IL — A 48-year-old Chicago high school security guard has been charged with sexually assaulting two teenage girls over several years while in a position of trust and authority, according to court documents.

Heather L. Pancer, of Hammond, Indiana, allegedly abused the teens between 2018 and 2021. She turned herself in earlier this month and is being held ahead of a November 5 court date, officials confirmed.

Allegations of Abuse Over Multiple Years

Investigators say Pancer was employed as a security guard at a Chicago high school when the alleged assaults took place. The victims told detectives that Pancer sexually assaulted them on multiple occasions while they were minors.

“The assaults occurred between 2018 and 2021 while Pancer was in a position of trust and authority,” police said in a statement.

According to FOX 32 Chicago, the first victim reported that between December 1, 2018, and May 1, 2020, Pancer penetrated her vagina with her fingers, mouth, and an object. The victim was between 15 and 17 years old at the time, while Pancer was 41 to 43.

A second victim told police that between February 9, 2019, and February 8, 2021, Pancer penetrated her vagina with her fingers and mouth when she was 16 and 17 years old.

“Both victims provided detailed accounts of the abuse during a lock-in interview session at the Chicago Children’s Advocacy Center,” investigators said.

Arrest and Court Proceedings

Following the investigation, a warrant was issued for Pancer’s arrest. She later surrendered to authorities and was charged with two felony counts of criminal sexual assault.

“Pancer remains in custody and is awaiting her next court appearance on November 5,” officials confirmed.

The court filing notes that Pancer was charged under Illinois statutes covering sexual offenses involving individuals in positions of authority over minors.

Chicago Public Schools Responds

The allegations have prompted renewed scrutiny of Chicago Public Schools’ (CPS) oversight policies. In a statement released after Pancer’s arrest, CPS reaffirmed its commitment to student safety and accountability.

“Chicago Public Schools remains committed to maintaining safe, ethical, and supportive learning environments for every student and staff member,” CPS said.

“The District continually reviews and strengthens its safeguards, including robust ethics training, oversight procedures, and accountability measures to protect our school communities.”

CPS officials emphasized that the district actively investigates all reports of misconduct and will take disciplinary action — including termination — for any employee found in violation of school policies.

“While CPS does not comment on specific personnel matters or active investigations, the District follows a consistent process when allegations of misconduct are reported,” the statement continued.

Community Reaction and Next Steps

The case has drawn strong reaction from parents and advocacy groups, who are calling for stricter background checks and more oversight for staff in positions of trust.

Authorities say both victims are now receiving counseling and support services through the Chicago Children’s Advocacy Center.

Pancer remains in custody without bond as the investigation continues and prosecutors prepare for her November 5 hearing.
