Moore, OK – A 6-year-old boy was taken in by compassionate neighbors after he was spotted wandering alone in Moore, southern Oklahoma City, saying he had run away from home.
Suspects and Charges
The boy’s father, Dilon Moore, 35, and stepmother, Cathy Ngo, 37, were located by Moore Police Department officers and interviewed.
Police reported that both admitted to abusing the child, including burning the boy’s foot with a “Bic” lighter as a form of “discipline.”
Both Moore and Ngo were charged with child abuse and child neglect and booked into the Cleveland County Jail. Each suspect is currently held on $200,000 bond.
How the Boy Was Found
On September 21, neighbors discovered the boy wandering alone in the neighborhood.
The boy had visible injuries, including burns on the bottom of his feet, scars, and signs of malnutrition, according to police.
Michael Smithpeter, the neighbor who took the child in, told KWTV, that the boy’s chest appeared sunken and his belly was distended.
Smithpeter added, “He said he just wanted to find a family who could love him and care for him. I don’t have that kind of room right now, but I’ve got that kind of room in my heart. I’d do anything for this kid.”
Medical Care and Foster Placement
The child was transported to a hospital for medical treatment and has since been released. The boy has now been placed in foster care for his safety and well-being.

Authorities continue to investigate the case and are urging anyone with additional information to come forward.
