The horse’s owner, Katelyn Carstenbrock, 35, was arrested at the scene and charged under Agricultural and Markets Law, Section 353, which covers:

  • Overdriving, torturing, and injuring animals
  • Failure to provide proper sustenance

These offenses are classified as misdemeanors under New York state law.

Carstenbrock was issued an appearance ticket and is scheduled to appear in Floyd Town Court at a later date, authorities said.
