The Department of Homeland Security alleges that the woman, identified as Renee Good, was attempting to run over law enforcement officers when an ICE agent fatally shot her on Wednesday morning. Local officials, however, have publicly disputed that claim and say key facts remain under investigation.

Authorities say the shooting occurred during an enforcement encounter in downtown Minneapolis. DHS maintains the officer acted in self-defense, while local prosecutors have emphasized that no charging decision has yet been made.

Protests Lead to Dozens Detained Overnight

The Minneapolis Police Department reported that protests erupted Friday night in response to the shooting, with at least 30 people detained, cited, and released over the course of the evening.

Police said several hundred demonstrators gathered around 8:00 p.m. near the Canopy Hotel before moving toward the Depot Renaissance Hotel. According to officers, the crowd periodically entered roadways, disrupting traffic.

“Throughout the evening, the crowd moved through the area, at times walking in roadways,” police said in a statement.

By 10:15 p.m., police declared an unlawful assembly and issued multiple dispersal orders. While the main crowd eventually dispersed, smaller groups remained downtown, leading to additional detentions.

Objects Thrown at Officers, Vehicles Damaged

The Minnesota Police Department said some protesters escalated confrontations with law enforcement.

“Over the course of the night, individuals threw snow, ice, and rocks at officers, police vehicles, and other vehicles in the roadway,” police said.

Despite the unrest, officials confirmed no serious injuries were reported among officers.

Newly Released Video Shows Moments Before Shooting

ABC News has obtained cellphone video footage showing the moments leading up to the fatal shooting, including video believed to have been recorded by the ICE agent who fired the shots.

The 37-second video shows Good seated in her vehicle, with a dog visible in the backseat. In the footage, Good can be heard saying, “That’s fine, dude, I’m not mad at you,” as an ICE agent films her car in the roadway.

Another agent approaches and is heard shouting, “Get out of the car. Get out of the f—— car.”

Good is then seen reversing her vehicle and turning the steering wheel as someone yells, “Drive!” Moments later, gunshots are fired as the vehicle moves forward. The car is later seen crashing further down the block.

County Attorney Pushes Back on Federal Immunity Claims

Hennepin County Attorney Mary Moriarty said during a Friday press briefing that her office has jurisdiction over any potential charges related to the shooting.

“I can say that the ICE officer does not have complete immunity here,” Moriarty said.

Her comments came one day after Vice President JD Vance stated that the ICE officer involved was protected by “absolute immunity.”

“The unprecedented thing is the idea that a local official can actually prosecute a federal official with absolute immunity,” Vance said during a White House briefing.

Moriarty directly rejected that assertion, saying federal status does not automatically shield officers from local prosecution.

Local Officials Seek Public Evidence Amid FBI Probe

Local attorneys are now asking members of the public to submit any photos, videos, or information related to the shooting. Moriarty said her office has been largely excluded from the FBI-led investigation.

“We are concerned that the evidence obtained in an investigation that has only been conducted at the federal level will not be shared with our office for review,” she said.

Moriarty confirmed that the FBI currently has custody of critical evidence, including Good’s vehicle, and that state investigators have had no access to federal officers involved in the incident.

Investigation Continues as Community Anger Grows

As federal and local authorities continue to dispute jurisdiction and immunity claims, community tension remains high in Minneapolis. Protest activity is expected to continue as more video footage circulates and investigators review evidence related to the shooting.

No charges have been filed as of Friday afternoon, and officials say the investigation remains ongoing.
