Newburyport, Massa. – A 36-year-old Worcester man was arrested on Christmas night after allegedly driving the wrong way on Interstate 95 in Newburyport, sparking a high-speed pursuit through multiple communities, according to Massachusetts State Police. Authorities say the incident posed significant danger to motorists and prompted a coordinated response from local and state law enforcement.

Wrong-Way Driver Sparks Multi-Community Chase

State police reported that troopers from the Newbury Barracks responded around 9:30 p.m. on December 25, 2025, after reports of a southbound vehicle traveling north on I-95 in Newbury. The vehicle, later identified as a black Subaru Legacy, was driven by Paulius Balciunas, 36, of Worcester.

Witnesses reported seeing the vehicle exit onto Scotland Road (Exit 83) while traveling erratically. Troopers activated emergency lights and sirens, but Balciunas failed to stop, continuing to drive dangerously, switching lanes, using the breakdown lane, and traveling against traffic.

Authorities said the pursuit extended through Newburyport, West Newbury, and Groveland, with multiple police units joining the chase to protect the public and safely stop the vehicle.

Vehicle Stops at High Street, Suspect Refuses Commands

The chase ended after Balciunas passed the Newburyport rotary on Route 1 north and brought the vehicle to a stop on High Street. Troopers reported that he refused to comply with commands to exit the car, show his hands, or turn off the vehicle.

Law enforcement officers were eventually able to remove Balciunas from the vehicle and take him into custody. Witness Roberta Twomey described the scene:

It was terrifying, it really was. There were tons of police here — there had to be 10 cop cars and state troopers and helicopters, and the whole place was lit up.

Suspect Found Driving Under the Influence of Drugs

First responders took Balciunas to a hospital for care at his request before proceeding with the arrest. Troopers determined that he had been operating the vehicle under the influence of drugs. Investigators also discovered prescription bottles for Adderall and Fluoxetine inside the car.

During questioning, Balciunas reportedly gave bizarre responses. When asked where he was coming from, he said, “I don’t know,” and when asked his location, he replied, “the United States of America.” Officers noted that he appeared confused, had a blank stare, and was sweaty, indicating impaired judgment.

Charges Filed and Court Appearance

Paulius Balciunas faces multiple criminal charges, including:

  • Operating under the influence of drugs (OUI)
  • Negligent operation of a motor vehicle
  • Failure to stop for police
  • Resisting arrest
  • Speeding

He was arraigned in Newburyport District Court on Friday, where a judge set bail at $5,000. Authorities warned that driving under the influence, especially in a wrong-way scenario, poses extreme risks to both the public and law enforcement officers.
