As you saw last year in the Judiciary Committee and during Special Session, I was a strong advocate against the ‘Second Chance’ bill that has changed Connecticut’s criminal justice system.
The governor brought up this legislation again this year as Senate Bill 18 , An Act Concerning a Second Chance Society.
I’ve said it before and I’ll say it again: I support giving a second chance to those who truly deserve it, but this bill is giving hard criminals a free pass just because they are under 20 years old. An offender’s age is irrelevant when it comes to the severity of the heinous acts they are capable of committing. Releasing felons who have pleaded guilty back into society, with minimal punishment and a wiped-clean record, puts our community at risk for danger.
Furthermore, this bill is not a true “second” chance. It’s a third, fourth and fifth chance; there’s no limit to the potential for pardoning these felonies – and what does that solve? What is learned? Nothing. Nothing that makes an actual positive change.
