Murphy’s Healthy Homes Tax Credit Act will help homeowners pay to remove lead and other toxins from their homes
Nearly 1 in 3 Connecticut homes are at high risk of being contaminated with lead

NEW HAVEN — U.S. Senator Chris Murphy (D-Conn.) will visit NeighborWorks New Horizons (NWNH) – a nonprofit organization dedicated to strengthening neighborhoods and providing safe, affordable homes to Connecticut families – to continue the push for his new legislation, the Healthy Homes Tax Credit Act.
Connecticut residents are most at risk for lead poisoning from old infrastructure like pipes and from lead paint in old buildings. Murphy will be joined by health experts and advocates to discuss how his bill could help prevent a similar lead crisis in Connecticut and incentivize homeowners nationwide to maintain healthy and safe living environments. Murphy will also urge Congress to pass the Improved Notification for Clean and Safe Drinking Water Act to speed up public notification by the Environment Protection Agency (EPA) of any dangers in drinking water.
Over the last several months, Murphy has met with local public health, housing, and environmental advocates to hear directly about the specific steps Connecticut is taking to reduce the threat of lead contamination. Lead poisoning is the most common public health problem among children, causing irreversible damage to the nervous system, and leading to reduced IQ, behavioral problems, and learning disabilities.
According to the Connecticut Department of Health, any building constructed before 1978 has the potential to be contaminated with lead. However, buildings constructed before 1950 are particularly at risk for having lead pipes or lead-based paint. In Connecticut, a whopping 30% of housing was built before 1950 compared to 19% nationally, and nearly a quarter of Connecticut homes were built in 1939 or earlier.
