Residents Voice Strong Concerns About the Proposed New Eversource Overhead Transmission Lines Project, During the Regional Open House Event
Eversource held a Public Open House event on May 4, 2016, at the Bethel CJH Municipal Center, 1 School Street, Bethel, CT, where they said residents could “drop in” between 6-8 p.m. to discuss the 3.4 mile “Southwest Connecticut Reliability Project” that supposedly “addresses the need to improve system reliability in the region,” Eversource stated.
The Project route is on an existing right-of-way crossing through the towns of Bethel, Danbury and Brookfield (see map below). An Eversource official, Mitch Gross, said they contacted 240 customers about this Project, going one and two deep in rows of houses on either side of the Project electrical lines.

Eversource is proposing to construct a new 115-kilovolt (kV) overhead transmission line and “make related substation improvements to enhance its ability to reliably serve the electrical demand in the southwest Connecticut area,” they stated.

Eversource spokesman, Mr. Mitch Gross, who attended the event, said, “This is the open house format we have used successfully for at least the last ten years with our customers for various projects from around the state. This is of course the Southwest Connecticut Reliability Project that will touch Bethel, among three communities. The format is broken up into stations and our customers can roam and ask questions as they please. They can go to our root locator station so they can see exactly how our proposed project would affect their piece of property. They can leave comments, which are very important. We encourage everyone who attends this meeting to give comments because all of these comments will be gathered and filed with the state regulator, the Public Utilities Regulatory Authority, and the Connecticut Siting Counsel, and these comments are used as part of the record. And there is a very thorough process, an open process, involving the state regulators’ customers, whomever is interested, before a final decision is made, whether this project moves forward or not. State Regulators will have the final word.”
Gross continued, “So as you can see this is very well-attended tonight. This format has worked successfully across the state and we’re very pleased with the outcome and we thank our customers from Bethel for turning out this evening to learn more about the project.”

Quite a few residents, interviewed by Bethel Advocate at the Open House event, thought this would be a meeting where they could speak in front of an audience on a microphone, addressing their concerns to Eversource officials, and everyone could hear all comments. Or “a question and answer format with a panel” as one gentleman said, was what he expected, as is the format in many Bethel public meetings. It was not so for this event.
Instead, residents found what appeared as a “mini-trade-show” with numerous “stations,” each manned by several Eversource employees ready to answer their questions. Residents were free to roam around and talk to individual officials about their concerns but they could only hear other comments in small groups. Since the Open House had low attendance, usually only one or two couples were at a station at one time. Turnout was extremely poor for the evening for this event. At times there were more Eversource officials in the room than residents.
Two of the stations had interactive flat screen monitors where you could indicate your exact address to the official and see your home in proximity to the electrical lines proposed. Another area had paper maps displayed on easels that showed the areas of the Project.

Eversource officials were completely courteous and accommodating to answer residents’ questions and there were no complaints about officials not being able to answer their questions, but residents simply did not like the answers they received.
Complaints began about how residents were (or were not) actually notified about the project or “Open House” event, and when one resident suggested the notice should have been enclosed in their bill ahead of time, a female official said she was glad the customer indicated she read inserts because most people do not. The official went on to say how there would likely not be enough time or coordination to get a notice inserted into the bill in time for the Open House.
Another female resident brought up the fact that they were not notified about recent helicopters circling their neighborhoods overhead. She claimed that “in this day and age of terrorists” seeing helicopters over neighborhoods was an immediate terrifying concern.
The residents continued to talk about concerns of the new transmission lines’ distance to homes, and property values. The new lines are a 60 foot distance on either side of the original lines and poles, as the Eversource maps indicate, making them extremely close to some property owners’ land.
This lead to residents bringing up their concerns about visuals, the removal of a tremendous amount of tall mature trees all along the electrical lines project, which would then expose electrical lines to their view, where previously the trees hid the lines somewhat. Residents said Eversource claimed they would replant trees, but it was unclear what size, how many or when, and how long it would take before they matured enough to block the electrical lines.
Mr. and Mrs. John Giambruno, Bethel residents for 24 years, had many concerns. Their home is in the Chimney Heights area on Hearthstone Drive, and the electrical wires are bordering their property. Mrs. Jane Giambruno, said, “Our main concern, I guess, would be the property value and it will be more visual, the power lines and everything. So when we have family over and company over and we entertain in our backyard, there will be this big eyesore that we will see now. We’re mostly worried about resell when we decide to move. … They’re taking down 40 feet of trees … They’re going to see what they can do on the neighbor’s property, closer to the line. They said they would look into it and talk to that property owner about what they could put there. They were looking into planning something substantial, tall, but not tall enough to hide the lines.” She believes most of her neighbors feel the same way, she said. They’ve actually spoken to four neighbors on her block who all have the same concerns, she said.
The biggest concern from residents was about the possible health effects from exposure to electric and magnetic fields (EMF) near power lines.
One gentleman, of a couple who who preferred to remain anonymous, and who live near the Meckauer Park area, off of Payne Road, said, “I’m not an expert in this field. I don’t work for the power company. I’m just a concerned person living close to a large 345-volt kilowatt line as existing, and they’re going to put another 115 kilowatt line in parallel with it. So our concerns are our health care. Will this cause cancer immediately, five, ten years down the road? Who knows? Are they going to give us a study of how this affects our lives? I doubt it. Corporations in the billions of dollars will never give you a straight answer. If they do, you’re dead before you get the answer. Again the environment. The environment’s almost number one. Our children are the number one concern. We live near parks, and how many hundreds of people are going to be involved with this or not know that they are going to be exposed to it? They have an existing large voltage line. They’re going to be putting in another large voltage line.” He said they had no idea if anyone was doing health related research concerning the electrical lines. “This is a high powered line, almost right over our heads.” His partner added, “What are they going to say? That there’s a risk?”
The gentleman continued, “What are the savings here? They’re saying they need another existing line to prevent maybe something else going down. Okay, so why are you going to put it there? The reason they’re putting it there is to save money.”
“It’s all about cost,” the woman said.
The man continued, “They own the property. They said, ‘We’re going to maximize the use of our property by putting more high-powered lines there,’ and I understand that, but is that good for us? No. Why don’t you go under the ground? Why? Because it’s going to cost more. There goes the cost again.”
The woman said, “Business is a proposal, it’s not a done deal yet. But look at the turn out here tonight.” “Very small,” the man said.
Most residents preferred to remain anonymous for now, and did not want their names published, but were eager to let their voices be heard.
Other comments were:
“These are big time corporations. They are going to pull the wool over my eyes.”
“We can’t just pick up and move our house now.”
Regarding the electrical power lines: “If you hear it you must feel it.”

Regarding health aspects, Eversource states, “Some scientists have raised questions about possible health effects from exposure to electric and magnetic fields (EMF) near power lines, electric appliances and other sources … Because the fields associated with electric power are at the very low end of the electromagnetic spectrum, they are called ‘extremely low frequency’ or ‘ELF’ fields.”
Eversource says, “Over the past 30 years many scientific studies have been conducted to determine whether these fields affect biological systems and health.” Eversource joined with many other companies in the 1990’s, they said, to provide funds for the National Institute of Environmental Health Sciences (NIEHS) to run the EMF Research and Public Information Dissemination program, so that independent scientists could determine whether exposure to EMF involves a risk to human health. At the conclusion of this research program in 1999, the director of the NIEHS reported to Congress that:
“The probability that ELF-ELM exposure is truly a health hazard is currently small. The weak epidemiological associations and lack of any laboratory support for these associations provide only marginal scientific support that exposure to this agent is causing any degree of harm.”

David L. Coleman, Transition Project Management for Eversource Energy, said in a letter to residents that one resident showed us: “Pursuant to Connecticut state statutes, a proposed electric transmissions line project, such as the Southwest Connecticut Reliability Project, requires the applicant to file a Municipal Consultation Filing (MCF) for each affected municipality prior to filing the Application with the CDC. The MCF provides information concerning the public need, site selection process, maps, analysis of alternate sites/routes schedule and environmental effects of the proposed Project.
“The MCF for this Project was submitted to the towns of Brookfield, Danbury and Bethel on April 14, 2016.
“As part of the MCF Project, Eversource then hosted the Regional Open House on May 4, 2016, to give local residents and business owners an opportunity to lean about the Project, ask questions of subject matter experts from Eversource, and provide comments on the proposed Project.
“Eversource plans on submitting an application to the Connecticut Siting Counsel in June 2016, seeking a “Certificate of Environmental Compatibility and Need” for this project.
“The CDC conducts a local a public hearing and evidentiary hearing(s). The public, municipal officials, and other interested stakeholders are given the opportunity to participate in the local public comment hearing.
“If the Project is approved by the CSC and other required permits are secured, Eversource anticipates construction would commence in mid-2017 and be completed in late-2018. The schedule is approximate and subject to change.”

Being a second language teacher I can’t help wondering if there could also be a connection between learning sign and learning a 2nd language. I know that your 2nd language does not use the same part of the brain as your first does. (Studies even show that bilingual people are less susceptible to senility because we use more of our brain ;o) I guess I’ll have to look it up.
