Although both chambers of the General Assembly did vote by a narrow margin last week to pass a biennial budget (which I vocally opposed) a number of other bills that are generally considered necessary to the routine operation of state government were not brought up for a vote.
There will therefore be a special session in the coming weeks for the purpose of considering and voting on those bills. Their content will affect everyone across the state, so I wanted to be sure to share this information with you.
Here is the agenda for the special session:
- Budget implementer bills concerning general government, education, and HB 7072, which covers public health and human services. While the budget bill specifies overall total numbers, implementers explain exactly how funds will be spent in the different categories.
- State bonding authorizations
- School construction provisions, including those concerning specific districts
- Conveyances of state land
- SB 1109, An Act Concerning Excessive Use of Force, as passed by the Senate
Special sessions must be limited to specific purposes, and those are covered here by this agenda. It is important to note, however, that budget implementer bills usually include provisions that are not related to the budget, and may even include matters that have not been debated or received a public hearing. So unexpected material may arise during the special session. We will watch carefully for any new language, and I will certainly alert you to any important issues, as I have with the deeply troubling state budget.
The date for the special session has not yet been determined, but will be provided to us in due course.
